What does this MR do and why?

Updates the Public Facing "Frameworks" Group to:

Ensure that the outdated frameworks are no longer hosted.
Remove the JATIC Slides as we can reference people to the pages for that now
Update the Frameworks README to provide a link to the Guidance Pages
